Abstract: |
In past few eras, emotion recognition from speech is one of the hottest research
topic in the field of Human Computer Interaction. Many researches are going on
various types of language, but for Bengali language, it is still very novice. In
this work, 4 emotional state have been recognized i.e. happy, sad, angry and
neutral from Bengali Speech Dataset. Proposed approach uses Pitch and
Mel-frequency Cepstral Coefficient (MFCC) feature vectors to train k-Nearest
Neighbor classifier for this work. A self-built Bengali emotional speech dataset
has been used for both training and testing purpose. The dataset consists of
consist of 50 people with 400 isolated emotional sentences. Using this dataset
and above technique, we achieved 87.50% average accuracy rate, with detection
accuracy each emotion (happy, sad, angry, neutral) respectively 80.00%, 75.00%,
85.00% and 75.00% in this work. |

Abstract: |
Recently the most role and wide application fields have seen in computer vision
and graphics, Computer vision applications are largely impaired when weather is
unfavorable, which typically causes reduced visibility in capturing clear
images. In image processing context, haze is a surrounding condition that
affects scene objects clarity attributed to the influence of moisture in the
atmosphere. Haze worsens clarity of scene objects, which consequently impact
computer vision and graphic applications negatively. Here the role of the
dehazing method still it is very important in computer vision applications, it
can make images more clear by taking off haze from them, thus the scene vision
will increment. From earlier up to now, many methods have been proposed for
improving images. The single image dehazing method is one of them and recently
the researchers are more interested in this method. The primary contributions of
this review study focus on explaining the cause of haze formation for images,
general historical overview of single image dehazing methods, explain the most
equation used in the dehazing process those help to contribute the new methods
to remove haze and clarify the hazy image, and clarify the pros and cons of haze
removal methods. |

THE MACHINE LEARNING IN PROJECT MANAGEMENT: A SYSTEMATIC MAPPING STUDY |

Abstract: |
Machine learning (ML) is a trending research topic that affects a wide variety
of disciplines including project management (PM). To provide clear insight of
the use of machine learning in project management, identify gaps in current
works and help researchers choose best options for their works, we conducted a
Systematic Mapping Study review (SMS) following the guidelines presented by
Petersen et al. [1]. We investigated studies reported from 2010 to 2019. 137
articles have been analyzed resulting in 33 primary studies. We found that ML is
more involved in management of software project, especially, in effort
estimation. We also found that a large range of ML techniques have been
investigated, and Neural Network is by far the most widely used. We believe the
results will be useful to understand the state of art of the use of ML in PM,
and shed light on research topics that have not yet been explored. |

Abstract: |
Grid Computing is a distributed computing technology that can provide users with
powerful computing and storage capacity. Most of the applications of grid
computing are now replaced by the use of cloud computing. However, there is an
area where the grid computing technology can still be utilized, that is in the
area of desktop grid computing (DGC). With the growth of desktop computer
belonging to an organization and the increasing of internet penetration
worldwide, desktop grid computing can be a good alternative to provide the
cheapest high-power computing to solve computing intensive applications by
utilizing non-dedicated resources. DGC can also be utilized if an application
involved some sensitive and secured data. Another area where DGC can be useful
is to support the concept of volunteer computing which is expected be more
popular in the future since devices that can be volunteered are not only limited
to desktop computers but also other computing devices such as smart phones. The
main objective of this paper is to review some available middlewares for DGC.
This paper also discusses the future direction of DGC. |

ATMOSPHERIC TURBULENCE ALGORITHM MODEL FOR FLIGHT PROBLEMS INFORMATION SYSTEMS |

Abstract: |
Natural disasters now occur frequently in Indonesia, especially those relating
to atmospheric anomalies. The development of models for forecasting based
convective cloud growth events is necessary to understand the symptoms of
atmospheric anomalies. Comparisons of the analyses of the turbulence that
affected the Etihad Airways EY-474 on May 7, 2016, and Batik Air ID6890 on
October 24, 2017, are specific to disturbance occurring during sunny weather.
The identity turbulence events experienced by Batik Air aircraft, flight number
ID 6890 type B737-800 NG, and determine the best parameters for identifying
turbulence in these events. To solve turbulence problems, a method for analyzing
convective clouds using the global forecasting model. To determine the
turbulence potential, a turbulence index is required, like that for the
Richardson index (Ri). The Ri index takes into account the vertical wind shear
and the stability of the air, which makes it ideal for describing clear air
turbulence (CAT). In this study, negative Ri results tend to indicate mild
confusion due to atmospheric conditions, whereas Ri < 0.25 has a high chance of
turbulence. In this study, the results of the turbulent motion indicated by CAT
and not stated. |

ADAPTIVE IMAGE ENHANCEMENT APPROACH BASED ON DOUBLE-PLATEAUS HISTOGRAM |

Abstract: |
An adaptive contrast enhancement approach is formalized in this work. The
approach is relied on double-Plateaus histogram enhancement. It is composed of
three stages. In first stage, the image histogram is clipping relied on
self-adaptive double-plateaus procedure. The second stage uses the contrast
factor parameter in automatic classification approach to split the clipped image
into overexposed and underexposed sub image. The contrast enhancement approach
based on statistical operations and neighborhood processing is applied on each
sub image. The contrast is enhanced without losing the original histogram
characteristics. In addition, this approach doesn’t require a threshold
parameter in its operation. The results show that this approach is successful in
increasing image enhancement, with other state-of-the-art approaches being
outperformed in term of visual performance and quantitative tests. |

mining techniques with the Naive Bayes method. In addition the simulation
process is carried out to find the optimal value of the findings. |

The progress of the information system is growing rapidly, it has an impact on
various aspects, one of which is the aspect of hiring in various institutions.
One of the challenges for tertiary education managers, especially human resource
management, is to be able to produce graduates who are competent in their
respective fields. This research was conducted in Bandung. In this case, the
paper will study in one of greatest education in Bandung that was necessary to
manage an information system service for the human resources administration
unit, has a place to channel labor, namely BTK (Labor Market in Indonesia) or
called which has been managed online. This BTK has a vital role in the
distribution of employment for graduates and job creation. The use of the TAM
(Technology Acceptance Model) and IDT (Innovation Diffusion Theory) models is
based on the fact that so far, TAM is a concept that is considered the best and
suitable in explaining user behavior towards information technology systems.
This research tries to combine these methods with variables on TAM, such as
Perceived Usefulness, Perceived Ease of Use, Attitude Towards, Behavioral
Intention. And also, variables from IDT such as Relative Advantage,
Compatibility, Complexity, Trialability, Observability. The equation model used
in this study is the SEM (Structural Equation Model) using the SPSS AMOS 22
application. The SEM model is used because, in this study, there are several
variables or multiple variates.The results of this study show that BTK can be
well received among students and graduate education program in Bandung. Listed
with the results of hypothesis testing, which findings are quite significant.
And with the results of this research, it tends to be reasoned that the labor
market in the education program can help students and alumni or graduates in
finding suitable jobs. |

Title: |
MULTI-SCALE FEATURE FUSION AND MULTI-LAYER PROPOSAL NETWORK FOR TWO-STAGE OBJECT
DETECTION IN AUTONOMOUS DRIVING SYSTEMS |

Abstract: |
In recent years, many deep learning-based approaches for object detection in
autonomous driving systems have been proposed and achieved great achievements.
These approaches can be divided into two groups: one-stage methods and two-stage
methods. Compared with one-stage methods, two-stage methods achieve better
detection performance. However, the performance of two-stage methods is still
limited with objects at different scales and heavy occluded objects because
there is little discriminative feature to exploit in the last convolution layer
of the base network in two-stage architecture. To solve this problem, this paper
proposes an improved two-stage framework based on Faster R-CNN architecture for
object detection in autonomous driving systems. In the proposed framework, the
base network based on VGG16 architecture is first adopted to generate the base
convolution layers. To increase the performance of detecting objects at
different scales, multi-feature concatenation modules are used at different
convolution blocks of the base network. The proposed multi-feature concatenation
modules combine all sub-layers of each convolution block to generate enhanced
feature maps, which contain more discriminative features. All enhanced feature
maps generated by multi-feature concatenation modules are then fed to an
improved multi-layer region proposal network module. Each improved RPN contains
a 1×1 convolution layer for compressing the input channel and a 3×3 dilated
convolution layer for increasing the receptive field. To solve the issue of
heavy duplicate proposals in traffic scene images, soft-NMS algorithm is adopted
to keep final proposals. Finally, all good proposals are fed to a detection
sub-network which includes a RoI pooling layer and fully connected layers for
classifying objects and regressing the coordinates of each detected object.
Experimental results on Pascal VOC dataset and KITTI dataset show that the
proposed method outperforms Faster R-CNN in detection accuracy. |

The aim of the work is to create a knowledge base containing information on
paraphrased sentences, including containing temporal and spatial concepts found
in natural language texts. The content of the base: the most important concepts
from the explanatory dictionary S.I. Ozhegov; rephrased sentences; the results
of the analysis of vocabulary articles (interpretations) and examples from a
literature by means of Link Grammar Parser and DIALING software systems, etc.
Results of the work can be used in intelligent information retrieval systems.
The diagrams obtained at the output of Link Grammar Parser and DIALING systems
are extremely interesting material for further research. It is advisable to
investigate the possibility of using a number of constructions and concepts of
mathematical logic in computer linguistics, such as: the construction of L.
Henkin, realizability and omitting of types, model completeness, forcing, as
well as a number of non-classical logics. Researchers are executed at financial

Academic information system software currently available does not fully apply
the quality model as its system instrument. Quality instruments are needed as a
determinant of the quality of academic information system software. IS Quality
Model is a conceptual quality instrument model that implements and focuses the
standardization of usability and security behavior on a website-based academic
information system. IS Quality Model consists of Usability-Focused IS Quality
Instruments, and Security-Focused IS quality instrument. Quality Structure and
Quality Factors, IS Quality Model and Quality Model Questionnaire Method are the
most appropriate methods to describe a proposed IS Quality Model.
Usability-Focused IS Quality Instrument are quality instrument IS that that
determine usability behavior in academic information system software, namely
understandability, learnability, operability, attractiveness, and usability
compliance. Six of security-focused IS quality instruments that must be
possessed by an academic information system namely privacy, confidentiality,
integrity, authentication, availability, and access control. IS Quality Model
will provide quality assurance for a software that has a comprehensive quality
factor that is easy to learn and use, providing satisfaction in interacting, a
high level of reliability, safety, and the availability of information |

The advancements in Cloud Computing (CC) and the creation of more bandwidth have
enabled the development of a distributed and collaborative model called Software
as a Service (SaaS). The CC-SaaS provides many benefits to the countries,
organization, both government and private in terms of cost-saving, and quality
improvement. However, the adoption of CC-SaaS is still very challenging to
organizations, more especially in such instances where no specific attributes to
guide user decisions on the movement into CC-SaaS. Moreover, none of the studies
have provided a holistic analysis for the determinants that affect CC-SaaS
adoption from user and organizational perspectives, which is certified by any
expert. This paper investigates the factors affecting CC-SaaS intention to adopt
in public organization, which in turn can assist organizations to gain important
benefits from CC-SaaS technology. The influential factors are reviewed, selected
and confirm by experts from the field of cloud computing, the results of their
assessments are presented. |

IT- BASED KNOWLEDGE MANAGEMENT PROCESSES, E- SERVICES INNOVATION AND E- LOYALTY |

Business adopts heavily investments in information technology to maintain their
customer’s loyalty in the electronic business environment. This study
contributes to investigate the impact of IT- based knowledge processes as
independent constructs (knowledge discovery, knowledge capture, knowledge
sharing, and knowledge application) on electronic service innovation and
electronic loyalty in the telecommunications sector in Jordan. It also examines
the mediating role of electronic service innovation between independent
constructs and the dependent one. Data were obtained from a purposive sample of
(175) respondents using a questionnaire developed for this purpose. It was found
that there is a significantly direct positive impact of knowledge management
processes (IT-KD, IT-KC, IT- KS, and IT- KA) on service innovation, IT-
knowledge sharing (IT-KS) has a significantly direct positive impact on
electronic loyalty and positively indirect impact on e- loyalty through e-
service innovation as a mediator factor, in addition, there is significantly
positive impact of e-service innovation on e-loyalty. In contrast, there is not
significantly positive impact of (IT-KD, IT-KC, and IT- KA) on e-loyalty through
the e-service innovation as a mediator. Therefore, the researched companies
should be careful about how to increase e - loyalty by providing better services
comparing with competitors in the same industry. |

In recent years, the concept of “Just Culture†has become better understood and
accepted by people employed in the aviation industry. Elimination of barriers
identified by the forming of a "Just Culture" in air navigation services does
not necessarily needed additional regulations at the international / regional
level but, first, must concentrate on appropriate implementation actions at the
domestic level. This research aims (1) To review the safety policies and
objectives, (2) To implement Just Culture to the safety policy and reporting
documentation. This research starts with observation using gap analysis and
survey using 40 questions covering key aspects of “Just Culture†and safety
management systems. The results show, lack of clarity about what should be
reported, how to report and what guarantees after reporting, the questionnaire
result shows that Just Culture should be understood and performed by every
employee. Focus Group Discussion (FGD) and interview to the top management team
was held to get the best solution to overcome the existing problems related to
“Just Culture†and safety reporting system. Revision to safety policy and
document of safety reporting system PER036 ANSP in Indonesia is a must and 92.1
% of respondent of feedback survey agreed. |
