Many electronic payment systems have been developed to facilitate the purchase of goods and services over the internet. However none of the system was able to be implemented on large scale . This paper identifies the factors which cause failure to these payment systems. Moreover this paper presents the NetBill protocol and describes its social aspects along with its security and transactional features.

Reinforcement learning (RL) is learning from interaction with an environment, from the consequences of action, rather than from explicit teaching. It is the learning performed by an agent by trial and error interactions with a dynamic environment. This paper discusses Reinforcement learning along with application to static routing.

In this paper, we describe a scenario for a distributed marketplace where software agents makes decisions on behalf of the consumer and endeavors to guarantee the delivery of the item according to the user’s preferences The agent monitors and collects information from the ongoing auctions and determines which auction it wishes to participate in. We propose a possible scheme to support this scenario which is based on the emerging technologies and standards. We have presented various bidding strategies for agents participating in simultaneous auctions. These strategies ranges from no look a head to full look ahead.
